The gradual development of human culture was associated with the evolution of state. It was a product of human efforts and activities. The conflicts among the social members for economic control as well as political supremacy was the procedure of human history and this process was hastened by the growth of economic activities coincided with the growth of human thought. Thus a leader, who could carry out laws that imposed the people to obey, was recognized as the ruler.
