Abstract :
To revitalize the Pachayati Raj, Rajiv Gandhi Government introduced 64th Constitution Amendment in the Parliament in 1989 and V.P. Sing Government introduced 74th Constitutional Amendment Bill in September 1990. However, the Lok Sabha dissolved and both the bills could not be passed. The P.V.Narsimha Rao Government has introduced the 72nd Constitutional Amendment Bill in Parliament in September, 1991 for strengthening the PRIs in the country. The Bill was passed as 73rd Constitutional Amendment Act, 1992 by the Parliament which was notified by the Central Government through Official Gazette on April 20, 1993 as it got ratification by the state legislatures and was assented by President of India. After notification the Panchayati Raj Institutions have now got constitutional legitimacy.
